प्रस्ताव
लोकतांत्रिक जनता
दल सम्मेलन में आए प्रतिनिधि मानते हैं कि देश चौतरफा संकट के दौर से गुजर रहा है।
राजनीति कुछ कार्पोरेट घरानों एवं समाज में आधिपत्य जमाये सामाजिक समूहों के हाथों
में सिमटती जा रही है। अन्याय, अत्याचार,
शोषण,
लूट और
भ्रष्टाचार लगातार बढ़ता जा रहा है। जनता तक सत्ता पहुंचाने का जो सपना आजादी के
आंदोलन के दौरान शहीद हुए डेढ़ लाख से अधिक शहीदों और लाखों स्वतंत्रता संग्राम
सेनानियों ने देखा था वह तिरोहित होता जा रहा है।
नरेंद्र मोदी
सरकार ने 2014 के चुनाव में अच्छे दिन से लेकर सबका साथ सबका
विकास करने का वायदा किया था लेकिन उनकी सरकार की सभी घोषणाएं ढपोलशंखी एवं
जुमलेवाजी साबित हुई हैं। किसानों की कर्जामाफी तथा डेढ़ गुना दाम देने का वायदा
अभी तक पूरा नहीं हुआ है। 2 करोड़ रोजगार का
वायदा करने वाली सरकार 20 लाख रोजगार भी सालाना
नहीं दे पा रही है। नोटबंदी के चलते लाखों रोजगार में लगे लोग बेरोजगार हो गये
हैं। काला धन वापस लाकर 15 लाख रुपये हर
नागरिक के खाते में पहुंचाने का वायदा सरकार भूल चुकी है।
सरकार केवल पूरे
देश को हिंदू-मुस्लिम के बीच बांटने, पूरे देश में
भगवाकरण के काम में जुटी है। समाज के विभिन्न वंचित एवं अल्पसंख्यक समूह तनाव,
असुरक्षा तथा
हिंसा से पीड़ित हैं। गौ-रक्षा के नाम पर अल्पसंख्यकों की हत्याएं की जा रही हैं।
लोकतांत्रिक संस्थाओं तथा संवैधानिक मूल्यों पर लगातार कुठाराघात किया जा रहा है।
न्यायपालिका को प्रभावित करने का सुनियोजित प्रयास किया जा रहा है,
जिसके खिलाफ
सर्वोच्च न्यायालय के न्यायाधीशों को बोलने के लिए मजबूर होना पड़ा है। केंद्र
सरकार ने भ्रष्टाचार को संस्थागत रूप दिया है। वायदे के अनुसार आजतक देश में
लोकपाल और लोकायुक्तों की नियुक्ति नहीं की गयी है। ललित मोदी,
विजय माल्या तथा
नीरव मोदी को सुनियोजित तौर पर संरक्षण देकर देश से भगाना यह बताता है कि सरकार
केवल कार्पोरेट को देश की आम जनता को लूटने की ही छूट नहीं दे रही बल्कि लुटेरों
को भगाने के षडयंत्र में भी शामिल है।

केंद्र सरकार देश
में संघीय ढांचे को कमजोर कर रही है। उसके खिलाफ दक्षिण के राज्यों को एकजुट होकर
बोलने के लिए मजबूर होना पड़ा है। स्थापना सम्मेलन दक्षिण के राज्यों के साथ हो रहे
भेदभाव को खत्म करने के लिए हर संभव प्रयास करने की घोषणा करता है।
केंद्र सरकार
सुनियोजित तौर पर देश की विविधता को नष्ट करने का प्रयास कर रही है। सम्मेलन मानता
है कि बहुलतावाद का सम्मान ही सच्चा लोकतंत्र है। सम्मेलन की मान्यता है कि देश की
विविधता पर हमला राष्ट्रीय एकता, अखण्डता को कमजोर
करने का सुनियोजित षडयंत्र है। इस षडयंत्र के खिलाफ शरद यादव के नेतृत्व में सांझा
विरासत सम्मेलन किये गये हैं। इस तरह के सांझा विरासत सम्मेलन देश के सभी राज्यों
में करने का निर्णय लेता है।
सत्तारूढ़ दल
संवैधानिक मूल्यों पर लगातार हमला कर रहा है जिसके चलते लोकतंत्र खतरे में है।
स्थापना सम्मेलन में आए साथियों ने लोकतंत्र को लाने और बहाल करने के लिए तमाम
कुर्बानियां दी हैं। सम्मेलन ऐलान करता है कि वह लोकतंत्र पर कोई भी हमला बर्दाश्त
नहीं करेगा तथा कोई भी समझौता नहीं होने देगा।
केंद्र सरकार ने
समाज में ऐसे समूहों को ताकत दी है जो ऐतिहासिक तौर पर अन्याय से पीड़ित समूहों को
इंसान मानने को तैयार नहीं है। सम्मेलन मानवीय मूल्यों का तिरस्कार करने वाले
समूहों को चेतावनी देना चाहते हैं कि वे सामाजिक न्याय के रास्ते में बाधा पैदा
करना बंद करें। सम्मेलन में आए प्रतिनिधि शपथ लेते हैं कि वे ज्यातिबा फूले,
सावित्री बाई
फूले, साहूजी महाराज, कबीर,
गांधी,
लोहिया,
जयप्रकाश,
बाबा साहेब
अम्बेडकर, यूसुफ मेहरअली, कमलादेवी
चट्टोपाध्याय, चौधरी चरण सिंह, कर्पूरी ठाकुर की
परंपरा को आगे बढ़ाते हुए भेदभाव रहित समतापूर्ण समाज बनाने के लिए हर कुर्बानी
देकर संघर्ष करेंगे। सम्मेलन मंडल कमीशन की सभी सिफारिशों को अक्षरशः लागू कराने
के लिए संघर्ष का ऐलान करता है। सम्मेलन सच्चर कमेटी की रिपोर्ट को लागू करने के
लिए विभिन्न राज्यों में कार्यक्रम आयोजित करने का ऐलान करता है।
केंद्र सरकार
नकली राष्ट्रवाद के नाम पर नागरिकों की मूलभूत आवश्यकताओं को नकार रही है। सम्मेलन
सरकार की साजिश को विफल करने तथा जनता को मूलभूत आवश्यकताओं से जुड़ी समस्याओं को
लेकर गोलबंद करने का निर्णय करता है।

लोकतांत्रिक जनता
दल मानता है कि शिक्षा, स्वास्थ्य,
साफ पीने का पानी
और रोजगार उपलब्ध कराना सरकार की प्राथमिक जिम्मेदारी होनी चाहिए। केंद्र सरकार इन
जिम्मेदारियों से पीछे हटती है। उसने शिक्षा और स्वास्थ्य क्षेत्र का पूरी तरह
निजीकरण करने का हर संभव प्रयास किया है जिसके चलते आम जनता शिक्षा और स्वास्थ्य
की सेवाओं से पहले से अधिक वंचित होती जा रही है। स्वास्थ्य बीमा के नाम पर सरकार
वाहवाही लूटना चाहती है लेकिन वास्तकिवता यह है कि जिस तरह से फसल बीमा योजना में 25 हजार करोड़
किसानों से प्रीमियम वसूल कर किसानों को 8 हजार करोड़ ही
मुआवजा दिया गया, बाकी पैसा बीमा कंपनियों ने लूट लिया,
वही स्वास्थ्य
बीमा क्षेत्र में होने जा रहा है।
सम्मेलन
बेरोजगारी की समस्या को देश के युवाओं के सामने सबसे बड़ी समस्या मानता है तथा इसे
हल कराने के लिए काम के अधिकार को मौलिक अधिकारों में शामिल कराने की मांग को लेकर
राष्ट्रव्यापी संघर्ष चलाने की घोषणा करता है।
चुनाव में पूंजी
लगातार हावी होती जा रही है जिसके चलते आम राजनैतिक कार्यकर्ता का चुनाव लड़ना और
जीतना लगातार मुश्किल होता जा रहा है। लोकतांत्रिक जनता दल चुनाव सुधार को
सर्वोच्च प्राथमिकता देता है। सम्मेलन चुनाव सुधारों को लागू कराने के लिए अपनी
प्रतिबद्धता दोहराता है। ईवीएम के इस्तेमाल को लेकर पूरा देश आशंकित है। ईवीएम की
गिनती पर किसी को भरोसा नहीं है। इस कारण सम्मेलन चुनाव आयोग से अपील करता है कि
वह ईवीएम की गिनती के साथ साथ वीवीपीएटी की पर्चियों की भी गिनती साथ साथ कराये,
ताकि देश के मतदाताओं
का चुनाव प्रक्रिया में विश्वास बहाल हो सके।
उक्त
परिस्थितियों के चलते देश में निराशा का वातावरण बन रहा है। लोकतांत्रिक जनता दल
इस निराशा को खत्म करने के उद्देश्य से बनाया गया है। सम्मेलन में आए प्रतिनिधि इस
तथ्य को पुनः देश के समक्ष रखना चाहते हैं कि गत चुनाव में भाजपा को केवल 31 प्रतिशत मत मिले
थे, अर्थात 69 प्रतिशत
मतदाताओं ने केंद्र सरकार के पक्ष में मतदान नहीं किया था। इन मतदाताओं तक पहुंचने
का सम्मेलन में आए प्रतिनिधि संकल्प लेते हैं, ताकि उन्हें देश
के समक्ष उत्पन्न चुनौतियों की जानकारी देकर गोलबंद कर सकें।
सम्मेलन मानता है
कि देश में वातावरण बदल रहा है। हाल ही में उत्तर प्रदेश, बिहार और
राजस्थान के लोकसभा के चुनाव नतीजों से यह स्पष्ट हो गया है कि देश का मतदाता
केंद्र सरकार को बदलना चाहता है।

किसानों के बीच
संपूर्ण कर्जामुक्ति और सभी कृषि उत्पादों का समर्थन मूल्य लागत से डेढ़ गुना तय
करने के मुद्दे पर राष्ट्रीय स्तर पर पहली बार व्यापक एकजुटता दिखलाई दे रही है।
इसी एकजुटता के चलते सरकार को भू-अधिग्रहण संबंधी अध्यादेशों को वापस लेना पड़ा है।
192 किसान संगठनों ने मिलकर अखिल भारतीय किसान संघर्ष समन्वय
समिति के माध्यम से दो बिल तैयार कर राष्ट्रीय स्तर पर आंदोलन छेड़ा है,
जिसका
लोकतांत्रिक जनता दल समर्थन करता है। सम्मेलन को खुशी है कि 21 विपक्षी दल पहली
बार मिलकर किसान आंदोलन का समर्थन कर रहे हैं। हम देश के किसानों से अपील करते हैं
कि वे किसान आंदोलन में बढ़-चढ़ कर हिस्सा लें। आज स्थापना दिवस के अवसर पर देश के
किसानों से यह सम्मेलन वायदा करता है कि वह उनके साथ अब तक हुए ऐतिहासिक अन्याय को
समाप्त करने के लिए हरसंभव सहयोग करेंगे।
केंद्र सरकार ने
श्रमिकों के द्वारा लंबे संघर्ष बाद हासिल अधिकारों पर घातक हमला करते हुए श्रम
कानूनों को कार्पोरेट के पक्ष में बदला है। श्रमिक संगठनों ने भी व्यापक एकजुटता
बनाकर केंद्र सरकार को कड़ी चुनौती दी है। हमें खुशी है कि समाजवादियों के
प्रतिनिधि श्रमिक संगठन हिंद मजदूर सभा द्वारा श्रमिक संगठनों की एकजुटता की अगुआई
की जा रही है। स्थापना सम्मेलन में आए प्रतिनिधि हिंद मजदूर सभा को हर स्तर पर
मजबूत करने का संकल्प लेते हैं ताकि मजदूर विरोधी नीतियों को बदला जा सके तथा
श्रमिकों का सम्मानजनक एवं सुरक्षित रोजगार बचाया जा सके, साथ ही साथ नये
रोजगार के सृजन हेतु नीतियां बनवायी जा सकें।
देश में छात्रों
और युवाओं के बीच 1974 के बाद एक बार फिर
एकजुटता देखी जा रही है। जेएनयू, एएमयू उस्मानिया
विश्वविद्यालय के छात्र आंदोलन को जिस तरह से राष्ट्रविरोधी साबित करने की कोशिश
की गयी उसकी यह सम्मेलन निंदा करता है तथा छात्र युवा आंदोलन को समर्थन देने का
ऐलान करता है।
अनुसूचित
जाति/जनजाति अत्याचार निवारण कानून में संशोधन के खिलाफ हुए राष्ट्रव्यापी विरोध
से यह साबित हो गया है कि अब अनुसूचित जाति/जनजाति के लोग जागरूक होकर संगठन बनाकर
संघर्ष करने के लिए मैदान में हैं।

लोकतान्त्रिक जनता दल के सामाजिक प्रस्ताव
का प्रथम उद्देश्य संविधान प्रदत समता, बंधुता न्याय, स्वतंत्रता, समाजवाद और धर्मनिरपेक्षता के
लक्ष्य को प्राप्त करना है.
संविधान निर्माताओं ने विशेष
प्रावधान के जरिए सदियों से पीड़ित, महिला, पिछड़े, दलित और आदिवासियों के राजनीतिक
और सार्वजनिक अधिकार सुरक्षित किए और सभी नागरिकों को सम्मान और स्वाभिमान से जीने
का अधिकार दिया.
लेकिन संघ प्रदत भाजपा सरकार के
पिछले चार साल के शासन से साबित हो गया है कि भाजपा को संविधान की मूल भावना में
विश्वास नहीं है और वे संविधान बदल कर मनुस्मृति का शासन स्थापित करना चाहते हैं. ऐसा क्या कुछ है जो नहीं हो रहा है भाजपा के
शासन काल में: शिक्षा, स्वास्थ्य, रेल, प्लेन से लेकर तमाम सार्वजनिक संस्थाओं को
निजी संस्थानों को बेचा जा जा रहा है, सहारनपुर से लेकर उना तक दलितों पर घृणित
हमले हो रहे हैं, अल्प-संख्यकों विशेष रूप से मुसलमानों की सार्जनिक हत्याएँ हो
रही हैं, आदिवासियों के जल-जंगल ज़मीन तो लुटे ही जा रहे हैं, नक्सल बताकर सामूहिक हत्या भी की जा रही है,
किसानों पर गोली चलाए जा रहे हैं, मजदूरों का खून चूसा जा रहा है. सरकारी संरक्षण
और भ्रष्टाचार से धन्ना सेठ और पूंजीपति मालामाल हो रहे हैं. महिलाओं के प्रति अपराध की संख्या में बेतहाशा
वृद्धि हुई है और सामंती अपराधियों के हौसले इतने बुलंद हो गए हैं कि इन घटनाओं का
विडियो बनाकर वायरल भी किया जा रहा है. ऐसा लग रहा है सरकार और उनके संगठन का इन
अपराधियों को संरक्षण प्राप्त है. रोजगार के अवसर ख़त्म तो किए ही जा रहे हैं, संसद
से लेकर नीचे स्तर के कार्यालय में ठेकेदारी प्रथा शुरू कर दी गई है. ठेकेदारी
प्रथा ने वंचितों का आरक्षण समाप्त तो किया है, सामान्य मजदूर भी बिना किसी
सुरक्षा के न्यूनतम वेतन से कम पर जीने को मजबूर हैं. सम्मलेन सभी उद्योग तथा श्रम
सम्बन्धी विधान एवं सामाजिक सुरक्षा सम्बन्धी विधान को पूरी शक्ति और सख्ती से लागू
किये जाने की माँग करती हैं.
कुल मिलकर भाजपा सरकार के शासन काल
में सामाजिक-आर्थिक विषमता और उत्पीड़न में अप्रत्याशित रूप से वृद्धि हुई है.
अतः लोकतान्त्रिक जनता दल का यह सम्मलेन
में सामाजिक और आर्थिक न्याय, दलितों और पिछड़ों का आरक्षण, अल्पसंख्यकों
और महिलाओं की समुचित सुरक्षा और विकास, शिक्षा को बचाने एवं अंततः संविधान को
बचाये रखने के लिए निम्नलिखित प्रस्ताव प्रस्तावित करती है :
1. प्रत्येक हाँथ को काम दिया जाए तथा सभी
को रोटी कपडा और मकान एवं मुफ्त शिक्षा, स्वास्थ्य एवं चिकित्सा सुविधा दिया जाए।
2. सामाजिक हिंसा, जातिगत भेदभाव, धार्मिक उन्माद
से अशांति, कमजोर वर्गों का उत्पीड़न, और महिला एवं छोटे बच्चों का शोषण को
सर्वोच्च सामाजिक सरोकार मानते हुए, यह सम्मलेन ऐसे कुकृत्य पर 'जीरो टॉलरेंस' प्रकट करते हुए, इनपर पूरे ताक़त
एवं तत्काल प्रभाव से रोके जाने की मांग करती है।
3. यह सम्मेलन अबाध और विवेकहीन निजीकरण
का विरोध करती है और निजीकरण के नाम पर समाप्त किये गए रोजगार के अवसर, सामाजिक न्याय
के प्रावधानों सहित पुनर्जीवित करने की मांग करती है। साथ ही, सरकारी विभागों, सार्वजनिक उपक्रमों
एवं सार्वजानिक क्षेत्रों के उद्योगों का निजीकरण तथा सरकारी एवं सार्वजानिक उपक्रमों
में रिक्त पदों पर ठेके, अनुबंध और नियोजन पर नियुक्तियों को बंद
करने की मांग करती है। ठेके और अनुबंध के आधार पर नौकरियां अनेक संघर्ष के बाद प्राप्त
श्रम कानून, सामाजिक सुरक्षा एवं सहूलियत को समाप्त किये जाने का षड्यंत्र है। इसे
तुरंत रोके जाने की मांग करती है।
4. देश के सभी संसाधन पर समाज के सभी वर्गों
का हक़ है और संविधान एवं मंडल आयोग की अनुशंसाओं के अनुरूप देश के सभी संसाधन
(निजी और सार्वजानिक) और उनके निविदा तथा कॉन्ट्रैक्ट में आदिवासी, दलित, पिछड़े, अल्पसंख्यकों
को आरक्षण दिए जाने की मांग करती है।
5. न्यायपालिका में हर स्तर पर दलितों, पिछड़ों, आदिवासियों
के लिए आरक्षण लागू करना प्रस्तावित करती है और सम्पूर्ण पारदर्शिता की मांग करती
है।
6. बैंकों के ऋणों द्वारा स्थापित निजी क्षेत्र
के उद्योगों में भी आदिवासियों, दलितों और पिछड़ों को संविधान एवं मंडल कमीशन की अनुशंसाओं
के अनुरूप 50 प्रतिशत आरक्षण दिए जाने की मांग करती है।
7. दलितों, पिछड़ों और आदिवासियों
को प्रोमोशन में आरक्षण दिया जाए और रिक्त पदों को बैकलॉग से भरा जाए।
9. जनगणना आयुक्त के अधीन जातिगत गणना, तदनुसार
दलितों, पिछड़ों, आदिवासियों और अल्पसंख्यकों की स्थिति
का आंकलन किये जाने की मांग करती है।
10. किसानों के ऋण को माफ़ किये जाने की
मांग करती है।
11. विश्वविद्यालय फैकल्टी नियुक्ति में विभागवार
रोस्टर प्रणाली के आदेश को रद्द करते हुए 200 पॉइंट रोस्टर पर सम्पूर्ण विश्वविद्यालय
या महाविद्यालय को इकाई मानते हुए आरक्षण नियमों का पालन करते हुए नियुक्तियाँ की जाय।
13. देश में एक समान शिक्षा नीति लागू किया
जाए तथा शिक्षा का व्यापारीकरण बंद किया जाए।
14. कृषि व किसान हित में स्वामीनाथन आयोग
रिपोर्ट की संस्तुतियों को लागू करके किसान और उनकी फसल की लागत का ढेढ़ गुना समर्थन
मूल्य दिया जाए।

THE ECONOMIC RESOLUTION
The
country is facing grave economic crisis due to the neo liberal policies pursued
by the NDA Government that caused severe farms distress due to unremunerative
prices to the farmers, increase in farmers’ suicides, acute price rise,
dipping manufacturing growth, rising
unemployment, and disinvestment of public sector . The demonetization and GST
have devastated the rural and urban economy that resulted in the decline in the
overall growth further aggravating the crisis in agriculture, manufacturing and
service sectors. The new economic policies have benefitted the top one percent
of the population while the majority of the masses are reeling under poverty
and destitution. The ruling party in power had made 42 big promises which
include employment to two crore youth every year, 50% more than the cost of
production to the farmers and bringing back black money stashed abroad, but
none of the promise has been fulfilled.
Looking
at the macroeconomic situation, the Government has conceded that the growth
rate of the economy has fallen by 1.5 percent in the first half of the last
budget year. The official expected annual growth rate of this year is 6% which
is illusory considering the ground level situation of the ravage of the informal
economy after demonetization. The external debt crossed $ 495 billion and trade
deficit widened to$ 118 billion during the period April-December 2017. Though
the foreign exchange reserve is $400 billion, the major share is portfolio
investment that may be withdrawn any time depending on the vacillation of the
interest rates. The value of currency has landslided to 66 rupees per dollar
where it was 63 rupees per dollar during the time of demonetization. The total
tax concession to the corporate houses in this fiscal year is amounting to Rupees
five lakh crores which is otherwise known in budget estimates as revenue
foregone. The revenue foregone includes corporate tax incentives, corporate tax
waivers, import tax incentives and customs duty incentives and waivers.
Narendra
Modi Government’s two major decisions, demonetization and introduction of GST
have caused acute distress to ordinary people. By demonetization the people
have lost faith in their own currency. The Government had three stated objectives for demonetization i.e. to
curb the black money, to check fake currency, stop funding for terrorism and
also to eradicate corruption, but all these objectives miserably failed.
With the introduction of GST, the informal sector has been destroyed to a great
extent which has been the main driver for Indian economy. A number of small and
medium enterprises have been closed resulting into significant loss of
employment and livelihoods. The hurried
implementation of the G.S.T has created problems even in the organized sector
also.

The
average annual growth rate of agriculture is just 1.7%. The farmers’ suicides continue
to be unabated and the Union Government has not earmarked a single rupee for
loan waiver for farmers` debt. On the other hand it allowed those who plundered
Punjab National Bank to the tune of 13500 crore rupees to flee from the
country. Out of the total lending of 60 lakh crores rupees by the public sector
banks, ten lakh crores rupees are taken by ten monopoly houses that is not yet
repaid and written off as bad debt. NPAs of Banks have been increasing on one
hand and the scams in the banks have become routine on the other in the regime
of the present Government. The super rich are excited since as per a study in
EPW recently the growth in the income of the super rich was 840 percent in this
decade. In 1990 agriculture`s share
constituted around 50% of GDP, but now it has been reduced to 25%. The Prime Minister`s
promise of giving M.S.P to farmers 50% more than their cost of production has
proved to be empty as farmers are making distress sales of their produce even
at less than M.S.P declared by the Government. Farmers’ suicides have been increased by 43% after
formation of the present Government and according to the studies of Basu and
Nagaraj. P. Sainath they described
Maharashtra as the` graveyard of peasants`. The main reason attributed for the
farmer suicides are indebtedness. The Government did not lend a helping hand in
ameliorating peasants’ indebtedness.
The
traditional sectors like handloom and fisheries are also thoroughly neglected
in the allocation of the budgets .There are 4.3 million people engaged in
handloom. But a study by Delhi Solidarity Group affirms that in Union budget
2017-18 there is 15% decrease in allocation to handloom sector. Similarly about
360 million people are living in coastline and the fishermen among them have an
abysmal existence. Education & health
should have been the priority sectors for any Government but this Government’s
public expenditure on education has been decreasing consistently & in so
far as health is concerned expenditure is not more than 1.2% of the GDP whereas
need of the hour is to spend at least 2.5-3% of
the GDP. The allocation for SC/ST programmes has also been
decreased but since plan and non plan components are merged together in this
year’s budget, this truth remain hidden.
The
Flagship programmes of the Union Government including Pradhan Mantri Matru
Vandana Yojana (PMMVY) are facing acute crisis due to under allocation and poor
implementation of the scheme. Not a
single rupee has been allotted to the highly publicized National Health
Insurance Scheme. Pradhan Mantri Fasal Bima Yojna is another big failure of the
present Government. Almost all schemes
of the Government such as Make in India, Start Up, Stand Up, Mudra have been
flopped.

A
couple of months after Narendra Modi Government came to power in August 2014
the international crude prices fell from $100 a barrel to $40 barrel . But in
India the prices of petrol and diesel are record level high even when the prices
remained stable around $60 per barrel. The high fuel prices results into the
rise in the prices for essential commodities and hike in transport charges which
has resulted into further price rise. The privatization of oil sector
benefitted large monopoly houses and determining prices of petrol and diesel on
day to day basis gave huge amount of profit to oil companies. Here also the
corporate houses have a field day while the common man was exploited to the
core. In the last five years, the Government has generated revenue to the tune
of Rs. 19.61 lakh crores, Rs. 11.48 lakh crore by the Central Government and
Rs. 8.13 lakh Crore by the States Government in the form of excise and taxes on
petrol and diesel, and the benefit of low international prices have not passed
on to the consumers. There is a need to bring petrol/diesel under G.S.T. on
priority basis to give relief to the consumers.
To
cover the fiscal deficit, the Government has initiated large scale privatization
of public sector industries. In the current year’s budget the shares worth of
one lakh crore rupees are being sold including that of HNL, Cochin Ship Yard,
Air India. Coal mines are also being privatized in large scale opening the
field to further loot. The public sector financial institutions, like public
sector banks and Insurance are also being privatized. The country was able to
survive the global recession of 2009 and 2011 due to the strength of the public
sector financial institutions. By the disinvestment of banks and insurance, the
huge surplus in these banks will be transferred to foreign monopolies.
Thus
in all sectors of the economy, the Government has failed miserably. Government
that had promised to create two crore jobs every year could not produce even
two lakh jobs. Also every job is being
made a contract job and labour laws are amended to suit the interests of big
business houses. There is large scale discontent among youth, workers and
peasants. The country has witnessed nationwide strikes and protests by workers,
traders and farmers. In the present scenario in the country, the
party like Loktantarik Janata Dal can help in achieving inclusive and
sustainable growth in the country. It resolves
to create an alternate agenda of development focusing on land reforms,
expansion of education, health for all, remunerative prices to the farmers for
their produce, decent housing, keeping inflation under check, strengthening of
public sector, and above all dignity of human beings.

Social Resolution

The main aim of the social resolution is to achieve
the objective of Justice, Liberty, Equality, Fraternity, Socialism and
Secularism.
The makers of our Constitution have provided for the
special provisions to safe guard the social, political, economic rights of the
weaker sections of the society (viz SCs, STs, OBCs and women) so that each and
every citizen of our great nation, India, can live with honour and dignity.
The last four years of BJP-RSS rule has proved that
the BJP does not believe in the true spirit of the Constitution. It is apparent
that they instead believe in ‘Manusmriti’.
There has been an unabated privatisation in the field of Education,
Healthcare, Indian Railways, Air India. Atrocities are being inflicted upon
Dalits at various places like Una, Saharanpur, Koregaon. Minorities are being
attacked and mob-lynching is happening at many places. Jal, Jungle, Jameen (Water,
Forest, Land) of the Tribals is being looted. In the name of Naxalism, tribals
are being brutally massacred. Peacefully protesting farmers are being shot at.
The exploitation of labourers has increased manifold. The crony capitalism is
being promoted. The crime against women has increased in an alarming way. The
youth is feeling frustrated today. The employment generation has come to
stand-still after demonetisation and introduction of GST. The promise of two
crore jobs per year has been proved to be a ‘Jumla’. Contractual labour
is working even in the Parliament and the Supreme Court of India. Those working
as contract labourers are not getting even the minimum wages required by the
law. Also they are not being protected by the labour laws. This conference
demands that all the labour laws and the provisions of Social Security must
strictly be implemented with the full force.
In short, during the last four years of BJP-RSS rule,
the Social & Educational disparity has further increased. The atrocities
and hate-crimes against the weaker sections of the society have too increased
in an alarming way. So this foundation conference of LOKTANTRIK JANATA DAL in
order to save our sacred Constitution and our Common heritage (SANJHI
VIRASAT), to save our education system, to deliver Social-Economic Justice,
to save the reservation policy for SCs, STs and OBCs, to provide security to
women, minorities and the weaker sections of the society, proposes the following
resolutions:
1.
Employment for every hand, food security, free education, free
healthcare for all the citizens of India.
2.
There must be Zero-tolerance for atrocities against SCs & STs, crimes
against women & children, Caste discrimination, Social violence and
Communal violence. Stringent laws to prevent and punish, already available, must
be strictly implemented with the immediate effect.
3.
The conference opposes the irrational, illogical and uncontrolled
privatisation. The social-security and labour laws achieved after the decades
of struggle, have been conveniently side-lined in the name of contractual
labour & out-sourcing. The labour laws and the provisions of social-security
must be strictly implemented wherever contract labour is employed.
4.
All the sections of society have equal rights over all the resources of
our great nation. As per the spirit of our constitution and recommendations of
the Mandal Commission, there must be reservation in the tenders and contracts
of the Government and the Public Sector undertakings.
5.
There must be an adequate reservation for Tribals, Dalits and OBCs at
each and every level of our Judiciary. The Judiciary of our great nation must
reflect the real society of our country. Each & every sections of the
society must be represented in the Judiciary.
6.
As per our sacred constitution and the recommendations of the Mandal
Commission, fifty percent (50%) of total loans disbursed by the banks must be
disbursed to the Tribals, Dalits and OBCs.
7.
Tribals, Dalits and OBCs must be given reservation in promotions. The
backlog must be fulfilled at the war footing immediately.
8.
There must be Caste-Census of the country, under the guidance and
supervision of the Census Commissioner of India. It will go a long way in
assessing the Social, Educational and Economic status of the Tribals, Dalits
and OBCs.
9.
The government must immediately waive-off the loans of the farmers.
10.
In the Universities and Colleges, Department wise roster system must be
abolished immediately. 200point roster system must be implemented taking the
whole University or College as a single unit.
11.
Uniform Educational policy for the whole nation must be implemented.
Commercialisation of the Education must be halted.
12.
The recommendations of the Swaminathan Commission report must be
implemented with the immediate effect. The hard-working farmers must get one
and half time value of their input as minimum support price for their crops.

Foreign Policy
Resolution
The present N.D.A. Government has pushed India
to a dangerous foreign policy. The objective of Indian Foreign Policy should be
to enhance engagement with all regions of the world alongside keeping domestic
political situation stable and robust.
Under the regime of the present Government, the position of India in
human index has come down. Foreign Policy has always been marked with
continuity and with the backing of a strong national consensus. Unfortunately,
this Government has disrupted it, and its ill-advised actions have unravelled
the national consensus. The Government is carried away by its own propaganda,
and has mismanaged India's relations with major neighbouring countries. Its foreign policy is
unstable and lost focus and direction.
India’s neighbours in the Sub Continent must
command the highest priority in our Foreign Policy, but in the last four years
our relations with Pakistan, Nepal, Sri Lanka, Maldives and China have been
strained. It needs to be ensured that the relations with India do not become a
factor in the domestic politics of the countries in our neighbourhood. The relations with Pakistan have been
worsened to a large extent, and our Army personnel and civilians are being
killed every day. The policy of the
present Government in regard to Pakistan is a disaster which needs to be
reviewed with national consensus. This Conference believes that Government
should talk to all stakeholders who matter in improving the relations between
both the countries. Government should also continue its dialogue with
Pakistan. This Government has also
failed in maintaining good relations with China. There is a imbalance of trade
between the two countries. India should
endeavour to resolve all outstanding issues peacefully. China is acting
sometimes threat to India, and therefore there is need for two neighbours to
maintain good diplomatic relations. This
Conference is committed to maintain kith and kin relationship with Nepal which
the present Government has not handled carefully in the recent past. Considering
that both Bangladesh and Myanmar are important neighbours and friends, India
must play a constructive role for the resolution of Rohingya Refugee crisis,
and should not be seen as indifferent or partisan. Maldives, a long-term friend
of India is taking a defensive position against us. It has moved closer to
China by signing a Free Trade Agreement (FTA). NDA Government failed to respond
and help in restoring democracy and order in Maldives.

Under the NDA Government, the focus on Africa
has weakened. It is important that the commitments made to Africa are
implemented in an effective and timely manner to retain credibility as this
Government has failed to engage with the resource rich and strategically
important Latin American region. It is
in India’s interest to remain strongly engaged with this vast resource rich
region.
The
Conference resolves that in the present global scenario in the country, it is
important that India should have equitable, fair and balanced relations in the
world over. There is an urgent need to re-calibrate equations with the US,
arrest the slide in relations with Russia and improve communication and trust
with China. Another major challenge recently emerged is to address the fall-out
of U.S withdrawal from nuclear deal with Iran. India has close ties with Iran
and therefore need of the hour is to handle it very carefully.

Resolution on the recent
development in Karnataka
This Conference strongly condemns as
to what happened after the Assembly election for formation of the Government in
the State of Karnataka. Installing the
B.J.P Government in Karnataka, it has demolished all past precedents which have
been exercised recently in formation of the Government in other States like
Bihar, Goa, Manipur and Meghalaya where a largest group of parties had been
called first for formation of the Government and not the single largest party. It is a mockery of democracy that the Governments
are being formed in the same country with different principles and
arguments. This way the people of this
country especially the younger population will lose faith and trust in
democracy as they do not like such tactics and they believe that Governments are
made to serve the people. In such a
situation, the parties allege the political party in power for horse trading
which is avoidable if the uniform system is adopted in formation of the
Governments. Invitation by the Governor
to B.J.P has opened the gates for open corruption.
This Conference maintains that in the State of Karnataka the
role of Governor is being dictated by the Government which is against the
Constitution. Democratic process must be carried out honestly. Constitution and democracy being destroyed
everyday by the present Government at the Centre, and therefore need of the
hour is to save them from the hands of such a political party in power which is
misusing Government machinery for its desired gains.
This Conference resolves to save the Constitution made by
Baba Saheb Ambedkar through which the people of this country enjoy democracy
and to make strenuous efforts in this direction.
